On the Dataset Manager window there is a tab called "Ready to Generate".

 

 

A Dataset appears on the Ready to Generate after you have Processed it through the Review Process.

 

Additionally, clicking the Generate IRS button only processes selected Datasets of Type IRS - in other words 1099s and 1098s.
